Forward Tipping Dumper — NPORS Training & Assessment

The forward tipping dumper is one of the most widely used machines on construction sites — transporting and tipping bulk materials including soil, aggregate, sand and concrete. Operating one safely and competently requires a thorough understanding of the machine's controls, stability limitations, load capacity and site-specific hazards.

Operators holding a CPCS or NPORS Red Trained Operator Card who need to upgrade to the Blue Competent Operator Card to continue working on sites that require it.
Experienced operators with no formal card who can demonstrate competence in the workplace and want to gain recognised certification.

What the NPORS Dumper Assessment Covers

The assessment tests both your theoretical knowledge and practical operating skills. Our assessors follow the NPORS N001 syllabus and will work around your normal site operations wherever possible.

01 Theory — Written Assessment

CITB Health, Safety & Environment Test passed within the last 2 years (if applying for CPCS card)

We don't require operators to travel to a training centre or use unfamiliar equipment. Our assessors come to your site, assess on your own dumper, and work around your programme so disruption is kept to a minimum.

Theory Assessment

The written theory test covers the NPORS N001 syllabus — machine knowledge, legislation, hazards and safe systems of work. Completed on-site before the practical element.

Practical Assessment

Our assessor observes the operator working with the dumper — pre-use checks, loaded and unloaded travel, tipping and site hazard response. Carried out using the operator's own machine.

Certification

On successful completion, the operator receives their NPORS Blue Operator Card. We handle all the paperwork and submission to NPORS on your behalf.

What is the duration of the assessment?+
The duration depends on the number of candidates being assessed. A single candidate assessment typically takes half a day — covering the theory written test and practical observation. Multiple candidates on the same day can be accommodated, which is often more cost-effective for employers.
Do I need to attend a training course before the assessment?+
Not necessarily. If you already have sufficient practical experience operating a forward tipping dumper in the workplace, you can proceed straight to assessment. If you need formal training first, we can advise on appropriate training options and assess you afterwards. The key requirement is demonstrable competence — not a training certificate.
Are the courses accredited and nationally recognised?+
Yes. All Star Safety is an NPORS-approved assessment centre. The NPORS Blue Operator Card is nationally recognised across the UK construction industry and accepted by the majority of principal contractors, procurement frameworks and supply chain pre-qualification schemes including CHAS, SafeContractor and Constructionline. It can also be used as the competence evidence required to apply for a CPCS Blue Competent Operator Card.
Can I book assessments for my entire team?+
Yes — group assessments are welcome and often more cost-effective than booking individually. We can assess multiple operators in a single site visit, which minimises disruption to your programme and reduces the overall cost per head. Contact us to discuss group pricing and availability.
What are the prerequisites for enrolling?+
Candidates must have sufficient practical experience operating a forward tipping dumper in a real working environment. You will need a suitable dumper available on your site for the practical assessment, valid photo ID, and — if applying for a CPCS card — a CITB Health, Safety & Environment Test passed within the last 2 years. If you hold a CPCS or NPORS Red Trained Operator Card, bring that along too.
Is CITB grant funding available?+
Employers registered with the CITB levy may be eligible for grant funding toward this assessment. The amount varies depending on the qualification level and current CITB grant rates. We can advise on eligibility when you enquire. Your employer's CITB levy registration number will be needed when booking if you wish to claim funding.
How long is the NPORS Blue Card valid for?+
The NPORS Blue Operator Card is valid for 5 years. Renewal requires a refresher assessment before the card expires. We recommend booking renewal assessments at least 8–12 weeks before the expiry date to ensure continuity and avoid any gaps in certification.
