Excavator, Telehandler, and Roller Incidents Trigger Fresh Enforcement Push

The Health and Safety Executive (HSE) has launched a new safety campaign focused on plant supervision after a series of serious incidents involving excavators, telehandlers, and dumpers on construction sites. As reported by Construction Enquirer, the campaign aims to address systemic failures in how plant operations are planned, monitored, and controlled—especially on small and medium-sized sites.

Inspections will centre on whether workers are trained and certified, whether proper lifting plans are in place, and whether supervisors have the competence to recognise and respond to high-risk behaviours.


Plant Supervision: Why It Matters More Than Ever

Recent site visits have revealed that many supervisors are:

  • Failing to check operator qualifications (e.g. expired cards or lack of NVQs)

  • Allowing lifting operations to proceed without a formal plan

  • Neglecting maintenance checks or safe start procedures

  • Lacking the authority or training to intervene in unsafe operations

These shortcomings have led to several prosecutions and reinforce the legal requirement under LOLER 1998, PUWER 1998, and CDM 2015 for plant activities to be competently supervised.
