Why Integrity in Health and Safety Training Matters: Lessons from Recent CSCS Fraud Case

In March 2025, the Construction Industry Training Board (CITB) and Construction Skills Certification Scheme (CSCS) highlighted a major case involving fraudulent activity in health and safety testing. This case serves as a powerful reminder to training providers, employers, and candidates of the critical need for integrity and verification in all aspects of health and safety training and assessment.

Following a multi-agency investigation, a number of individuals were convicted for their role in cheating the CITB Health, Safety and Environment Test—a key requirement for obtaining CSCS cards. The offenders were facilitating test fraud by impersonating candidates and using illegal devices, enabling unqualified individuals to gain CSCS cards fraudulently.
