Contractors Told to Retrain Site Teams Following Safety Compliance Failures

The Health and Safety Executive (HSE) has advised several contractors to retrain and reassess site teams after a wave of recent compliance failures were uncovered during inspections. As reported by Construction Enquirer, the breaches largely involved unsafe working at height, inadequate supervision, and incorrect use of plant and lifting equipment—highlighting the ongoing need for formal training and recognised qualifications across all levels of construction.

Inspectors found that while safety policies were often in place, many teams lacked the competency to implement them effectively, with some sites showing little evidence of training beyond basic inductions.


Why Retraining Is Essential for Workforce Competency

Under CDM 2015 and the Health and Safety at Work etc. Act 1974, employers are legally obligated to ensure their workers are trained and competent for the tasks they are assigned. Retraining becomes essential when:

  • Operatives do not hold role-specific NVQs

  • Supervisors are not confident in enforcing safety systems

  • Evidence of expired CSCS, CPCS, or NPORS cards is found on site

  • Near-misses or enforcement notices suggest procedural gaps
