IOSH and HSE Put Dust Exposure Back on the Safety Agenda

The Institution of Occupational Safety and Health (IOSH) and the Health and Safety Executive (HSE) have issued renewed warnings to the UK construction sector following a surge in enforcement action linked to dust control failures. As reported by IOSH Magazine, HSE inspections have uncovered widespread non-compliance in the control of hazardous dusts, particularly silica, wood dust, and cement-based particles.

The failure to implement basic COSHH controls has led to improvement notices, fines, and, in some cases, temporary site shutdowns. The issue is particularly prevalent on smaller sites where robust supervision and training procedures may be lacking.

Why Dust Exposure Management Is Critical

Construction dust is a leading cause of long-term occupational illness, including:

  • Silicosis

  • Asthma

  • Chronic Obstructive Pulmonary Disease (COPD)

  • Increased risk of lung cancer

Under the Control of Substances Hazardous to Health Regulations 2002 (COSHH), employers must:

  • Assess dust exposure risks

  • Provide suitable RPE and LEV (Local Exhaust Ventilation) systems

  • Deliver training on dust risks and safe working methods

  • Maintain accurate records of control measures and inspections

How NVQs Help Embed Dust Control into Daily Practice

Supervisors, managers, and operatives play a direct role in implementing dust control measures. The following NVQs help candidates meet legal expectations:

All Star Safety ensures these qualifications include real-world application of COSHH principles, ensuring candidates can implement safe systems of work.
