New Regulatory Agenda Highlights Health Concerns and Regulatory Updates
At its Autumn 2025 AGM, the Health and Safety Executive unveiled key priorities: a sharper focus on work‑related ill health (particularly stress, respiratory and musculoskeletal illnesses), a planned overhaul of RIDDOR reporting, and a review of its Fee for Intervention (FFI) enforcement scheme. These reforms coincide with the Building Safety Regulator’s transition into a standalone body, ensuring enforcement remains proportionate yet effective .
Why These Updates Matter to Construction Employers
While major incidents often attract attention, occupational ill health now accounts for a far higher cost—estimated at £1.4 billion per year—impacting productivity, morale and legal obligations . Construction workers continue to face risks from dust exposure, vibration tools, manual handling, hearing loss and stress-related injuries.
Changes in reporting under Revised RIDDOR guidance aim to simplify submission processes, but also clarify responsibilities when ill health is suspected on site.
FFI reviews may adjust enforcement expectations, meaning businesses will need strong records and clearly demonstrable systems to maintain fair fees and inspection outcomes.

HSE Fines Company £50k After First‑Floor Collapse Injures Four
A London-based construction firm was recently fined £50,000 after part of a first-floor structure collapsed during remedial work on a beam-and-block floor in Hampstead, seriously injuring two workers and harming another two . The Health and Safety Executive (HSE) found that the company failed to manage temporary works, notably the removal of Acrow props while a steel beam was being cut, leading to the collapse .
This tragic incident underscores a critical message: adequate planning, supervision and control of temporary works under CDM 2015 Regulation 19 are non-negotiable to prevent collapse incidents and ensure site safety.
Compliance Requirements for Temporary Works
Under CDM 2015, dutyholders must ensure that temporary works are:
-
Properly designed, planned, supervised and inspected
-
Supported by current and competent documentation
-
Executed under the direct oversight of a Temporary Works Coordinator or Supervisor
-
Followed with appropriate handover and monitoring procedures
Failing to do so can lead to serious injury or prosecution, as seen in this case.
How All Star Safety Helps You Meet Requirements
At All Star Safety, we ensure your workforce and site systems meet regulatory expectations and safeguard personnel:
-
CDM Consultancy & Audits
We assess your temporary works processes, identify weaknesses, and advise on safer design, planning, supervision and inspection.

Excavator, Telehandler, and Roller Incidents Trigger Fresh Enforcement Push
The Health and Safety Executive (HSE) has launched a new safety campaign focused on plant supervision after a series of serious incidents involving excavators, telehandlers, and dumpers on construction sites. As reported by Construction Enquirer, the campaign aims to address systemic failures in how plant operations are planned, monitored, and controlled—especially on small and medium-sized sites.
Inspections will centre on whether workers are trained and certified, whether proper lifting plans are in place, and whether supervisors have the competence to recognise and respond to high-risk behaviours.
Plant Supervision: Why It Matters More Than Ever
Recent site visits have revealed that many supervisors are:
-
Failing to check operator qualifications (e.g. expired cards or lack of NVQs)
-
Allowing lifting operations to proceed without a formal plan
-
Neglecting maintenance checks or safe start procedures
-
Lacking the authority or training to intervene in unsafe operations
These shortcomings have led to several prosecutions and reinforce the legal requirement under LOLER 1998, PUWER 1998, and CDM 2015 for plant activities to be competently supervised.
All Star Safety’s Support: NPORS & NVQs for Safer Plant Operation
From June 2025, All Star Safety’s new NPORS Training Centre will offer training and certification for plant categories including:

Understanding the Role of NPORS and CSCS in Workforce Competency
In the evolving landscape of the UK construction industry, ensuring that workers are competent and compliant with safety standards is paramount. Two key certification schemes—NPORS (National Plant Operators Registration Scheme) and CSCS (Construction Skills Certification Scheme)—play a crucial role in this regard.
NPORS: Flexibility and Recognition
NPORS offers a flexible approach to training and certification for plant operators and other construction roles. Recognised by the Health and Safety Executive (HSE), NPORS allows for both on-site and off-site assessments, catering to the diverse needs of employers and workers. The scheme covers a wide range of categories, including:
These certifications not only validate an individual’s ability to operate specific machinery safely but also demonstrate a commitment to maintaining high safety standards on-site.
CSCS: Standardising Safety Across the Industry
CSCS cards provide proof that individuals working on construction sites have the necessary training and qualifications for their specific roles. While not a legal requirement, many principal contractors and major house builders require workers to hold a valid CSCS card. The scheme aims to improve standards and safety across UK construction sites by ensuring that the workforce is appropriately qualified.
CSCS cards are often integrated with other certification schemes, such as NPORS, to provide a comprehensive overview of a worker’s qualifications and competencies.
How All Star Safety Can Assist
At All Star Safety, we understand the importance of maintaining a competent and compliant workforce. Our upcoming NPORS Training Centre, launching at the end of June, will offer a range of courses tailored to meet industry demands. We provide:
-
On-site and in-house training for various NPORS categories
-
Support in obtaining CSCS cards
-
