CROSS Report Highlights Urgent Need for Temporary Works Safety in Construction
A recent report from the Confidential Reporting on Structural Safety (CROSS) scheme has raised concerns about temporary works safety across UK construction sites. As reported by PBC Today, several incidents have occurred where insufficient planning, supervision, or competency in temporary works led to dangerous situations—and in some cases, near-misses involving structural failure.
Temporary works include scaffolding, formwork, props, and shoring systems—all of which are essential to the safe delivery of permanent works. Yet, CROSS has found that these are often under-planned and under-regulated, especially on smaller or fast-paced jobs.
Legal Requirements for Temporary Works Planning
Under CDM 2015, employers and principal contractors must ensure that all work is properly planned, including temporary structures that could impact safety. This includes:
• Nominating a Temporary Works Coordinator (TWC)
•Ensuring temporary works are designed and approved by competent engineers
•Conducting risk assessments and inspections
•Providing appropriate training for site managers and supervisors
Failing to plan and manage temporary works properly not only risks collapse and injury, but can result in enforcement action from the Health and Safety Executive (HSE).

The report emphasises the importance of competent supervision on site. Supervisors and managers with relevant NVQs are better equipped to understand the technical, procedural, and legal aspects of temporary works. Key qualifications include:
• Level 4 NVQ in Construction Site Supervision
• Level 6 NVQ in Construction Site Management
• Level 7 NVQ in Construction Senior Management
These qualifications prepare individuals to monitor risk, communicate with design teams, and implement control measures—reducing the chance of serious incidents on site.
