HSE Warns That Lack of Training Is Behind Recent Construction Safety Incidents

In a statement issued this week, the Health and Safety Executive (HSE) has linked a series of recent construction incidents to insufficient or poor-quality training across the industry. According to a Building magazine report, HSE inspectors have observed that many construction workers—particularly in subcontracted roles—are not receiving adequate training, supervision, or assessments of competence before undertaking high-risk tasks.

This reinforces the need for employers to demonstrate that their workforce is properly trained, assessed, and competent to carry out their roles in line with UK safety legislation.

Where Construction Employers Are Falling Short on Safety

The HSE reports that failings are often seen in:

•Plant and machinery operations without valid CPCS or NPORS cards

•Lifting operations with no qualified Appointed Person or lifting supervisor

•Poorly planned work at height with no RAMS or supervision

•Incomplete or rushed inductions for new or agency workers

These oversights not only increase the risk of accidents, but also expose employers to fines, prohibition notices, or potential legal action.

How Employers Can Strengthen Compliance and Competency

The most effective way to demonstrate workforce competence is through National Vocational Qualifications (NVQs), which assess real-world performance and lead to the correct CSCS, CPCS, or NPORS cards. Qualifications such as:

Level 2 NVQ in Plant Operations

Level 4 NVQ in Construction Site Supervision

Level 5 NVQ in Controlling Lifting Operations

Level 6/7 NVQs in Site Management or Health and Safety

help employers meet expectations under CDM 2015, LOLER 1998, and the Building Safety Act.
