CIOB Urges Construction Leaders to Address Gaps in Site Welfare Provision


The Chartered Institute of Building (CIOB) has called for significant improvements in the management and maintenance of welfare facilities on construction sites, following a recent industry-wide review that exposed widespread non-compliance. As detailed in a CIOB statement, the review revealed that many temporary welfare facilities are poorly maintained, inadequately cleaned, or fail to meet basic health and safety standards, raising concerns about worker wellbeing and legal compliance.


Why Site Welfare Is More Than Just a Legal Requirement

Under the Construction (Design and Management) Regulations 2015 (CDM 2015) and the Health and Safety at Work etc. Act 1974, all construction employers and principal contractors have a duty to provide and maintain:

  • Toilets and washing facilities

  • Drinking water

  • Sheltered rest areas

  • Changing facilities (where appropriate)

Failing to meet these basic standards not only breaches UK law but also impacts worker morale, health, and productivity—especially on longer-term or remote projects.
